When the Grid Goes Down: Why Satellite Belongs in Every Agency's Communications Plan

Cellular and landline networks are engineering marvels, but they're ground-based marvels. They depend on towers, fiber routes, grid power, and increasingly, software, and every one of those is a failure point.

Hurricanes and tornadoes physically destroy towers. Wildfires burn through fiber. Extended power outages outlast the backup generators at cell sites, which are typically designed to bridge hours, not days. Flooding takes out switching centers. And in recent years, a new threat has moved to the top of the risk register: cyberattacks and technical failures at the carrier level, which can black out coverage across entire regions in an instant, with no storm on the radar and no warning at all.

For agencies serving rural counties, there's a further problem that needs no disaster to expose it: large stretches of highway, canyon, and mountain terrain were never covered by cellular in the first place. Deputies patrolling those corridors are out of contact by default, every shift.

Land mobile radio fills part of the gap, but radio has range limits, relies on repeater infrastructure that shares many of the same vulnerabilities, and can be overwhelmed or damaged in exactly the large-scale incidents where coordination matters most.

Thinking In Layers: The PACE Model

Emergency communications planners have long used the PACE framework: Primary, Alternate, Contingency, Emergency to structure resilience. The principle is simple: no single system should be a single point of failure. Each layer should fail independently of the others.

For most agencies, cellular and LMR occupy the Primary and Alternate layers. The question every Emergency Management Director should be able to answer is: what occupies Contingency and Emergency?

If the honest answer is "nothing that doesn't depend on the same ground infrastructure," the plan has a gap. And the only communications layer that is genuinely independent of every tower, fiber route, and power grid in your county is satellite.

Trace every workflow that breaks, dispatch, field check-ins, inter-agency coordination, welfare checks on your own personnel. Then ask what it would cost to close that gap, and compare it to the cost of operating blind through a real incident.

For most agencies, the answer is a handful of satellite kits: one at HQ, a few in vehicles, one with the SAR team.
