If "Data Connection Refused" still displays after the reset is performed, then try searching for another available network to register the BlackBerry Handheld to.
How do I search for available networks on the BlackBerry handheld?
Your device will automatically choose a carrier in whatever area you are roaming in. In some countries, Cellhire selects the carrier for you
based on the services available, so you don't need to choose a carrier unless you have a specific preference.

Use the Track Wheel to Scroll between options.
Scroll down to the Options icon (The Wrench Icon) and click in on the track wheel.
Scroll down to Network and click in on the track wheel.
Scroll down until Automatic is highlighted and click in on the track wheel.
Select Change from the internal menu.
Select Manual and click in on the track wheel.

A list of Available Networks will appear, choose the appropriate network.
Once the correct Network has been chosen and signal found use the track wheel to scroll and highlight the network needing to be registered on.
